1979-1980 Lion Ben High from Sweetwater was elected as the 21st District 2-A1 Governor. Lion Glendon Westbrook was elected as the District's first 'official' Lt. Governor after the Lion C.E. McCain, elected as the District's Lieutenant Governor in the 1978-79 year, did not meet Lions International qualification standards for the position. Lion Oscar Nash was appointed as Cabinet Secretary.
Lion Everett J. Grindstaff of Ballinger, was elected to the office of Third Vice President for the year 1979-80 at the International Convention in Montreal.
At the 1st Cabinet Meeting held in San Angelo on July 22, 1979, Governor High outlined a tentative format for the annual District Club Contest to encourage member and club participation in District projects.
The Sweetwater Downtown Club celebrated its 50th anniversary on September 16, 1979 . On October 30, 1979, the Brownwood Downtown Lions celebrated its 60th anniversary.
At the 3rd Cabinet meeting, held in San Angelo, three clubs were dropped--- San Angelo Grape Creek, Eola and Richland Springs, leaving a total of 69 clubs.
The District Convention was held in Brownwood on May 3, 1980. Lt. Governor Glendon Westbrook of San Angelo was elected District Governor for the year 1980-81. Lion Russell McMeans was elected as Lt. Governor. San Angelo was selected as the site for 1981 Convention. On June 30, 1980 the District membership was 3245 members, a net loss of 8 members for the year.
At the International Convention held on June 28, 1980 in Chicago, 3rd Vice President Ebb Grindstaff was elected as 2nd Vice President.
1980-1981 On May 3, 1980, Lt. Governor Glendon Westbrook, a member of the East Angelo Lions, was elected as the 22nd District Governor for District 2-A1.
The East Angelo Club sponsored a young blind man, Don McCutcheon, to go for training, and received a leader Dog, at the Leader Dogs for the Blind School in Rochester, Michigan.
In July 1980, the Stanton Evening Lions Club was chartered. On January 5, 1981, the San Angelo Sunset Mall Lions was chartered, followed by the Lake Brownwood Lions Club on January 20, 1981. On June 21, 1981, the Colorado City Lions Club applied for membership.
The 64th International Convention was held in Phoenix, Arizona on June 16-19, 1980. Second Vice President Ebb Grindstaff was elected as 1st Vice President of the International Association of Lions Clubs. Governor Westbrook was the Parade Chairman for the Texas Unit. Colorful bands from Sonora High School and an All- Star Band from District 2-E1, won 3rd place in the "Uniformed Marching Unit" category.
At the end of Governor Westbrook's term, there was a net gain of 114 members in the District, second in Texas membership gain and 13th overall in the USA and Canada. Governor Westbrook received the District Governor's Extension Award for his efforts.
1981-1982 Lion Russell McMeans was elected as the 23rd District Governor for the year 1981-1982. Elected as Lt. Governor was Lion George F. Weis from the Midland Downtown Club.
During this term, two new clubs were chartered--- Water Valley-Grape Creek and Mertzon. Two new Lioness clubs were formed--- Midland Tall City and San Angelo Southside. The Big Spring-Webb Club was reorganized. Governor McMeans received six outstanding International President's Awards. Lion E.J. "Ebb" Grindstaff of Ballinger, was elected as President of the International Association of Lions Clubs the International Convention in Atlanta, Georgia on June 30-July 3, 1982.
1982-1983 Lion George F. Weis, from the Midland Downtown Lions Club, was elected as the 24th Governor of District 2-A1 at its convention held in Big Spring on April 23-24, 1982. Lion C.E. McCain was elected as Lt. Governor. Lion Victor Horn was appointed as the Cabinet Secretary.
The District Convention was held in Early, Texas on April 16-17, 1983. Governor Weis earned the 100% Governor's Award. There was a gain of one club, Midland Northside, founded on April 26, 1983. Midland Downtown celebrated its 55th anniversary. Governor Weis had the honor of serving as Council Chairman with the International President of the Lions Club Associations, a network of 650 districts.
1983-1984 At the District Convention held in Brownwood, Lion C.E. McCain was elected as the 25th District Governor for the year 1983-1984. Lion Oscar W. Cook of San Angelo was elected as Lt. Governor. Lion Warren Kelly, of Midland Westside Lions, was appointed as Cabinet Secretary.
The District Convention was held in Midland on June 1-2, 1984. There were 71 clubs at the end of the year, a loss of one., and one on status quo. Midland Suburban Lions Club was chartered on February 21, 1984. San Angelo celebrated its 60th anniversary on September 6, 1983. Governor McCain won the coveted 100% President's Award.
1984-1985 Lion Oscar W. Cook was elected as the 26th District Governor and was sworn in at the International Convention in San Francisco, California. Serving as Lt. Governor was Lion George M. Beard of Winters. Lion Don Price of San Angelo was appointed as Cabinet Secretary.
Celebration night for the newest Lioness Club, Midland Suburban, was held on August 14, 1984. At the 2nd Cabinet meeting held on October 13-14, at Buchanan Dam, it was reported that District 2-A1 sent 38 handicapped and 17 diabetic children to the Lions Children's Camp in Kerrville.
At the Mid-Winter Conference in Ozona, it was reported that membership was declining. However, Midland Suburban Lions Club doubled it membership in their first year. The Midland Downtown Lioness Club was certified on April 24, 1985, for a total of nine Lioness Clubs in the District. The year ended with 3323 members and 73 Clubs.
PDG Cook passed away in July 2004.
1985-1986 Lieutenant Governor George M. Beard of Ballinger Noon Lions was elected as the 27th Governor of District 2-A1 at the convention held in San Angelo on April 20, 1985. Lion Leonard Hanson was elected as Lt. Governor. Lion Jimmie Caughron of the Ballinger Breakfast Club was appointed as Cabinet Secretary and Treasurer. The Governor's slogan was "People Caring for People."
The District Convention was held in Big Springs on April 18-19, 1986. Lion Cecil Templeton was elected as Lt. Governor for the year 1986-87.
The city of Sweetwater was struck by a devastating tornado on April 19, 1986. The two Lions Clubs in Sweetwater received a grant from LCIF for $5,000 to aid the victims.
Charter night for the Christoval Lions Club was held on July 20, 1985. A new club was chartered on June 30, 1986 at Grape Creek and a new Lioness Club, the Tumbleweed Lioness, was chartered in Colorado City. The year ended with 3200 members and 71 clubs, a loss of two clubs.
Governor Beard was awarded the 100% District Governor's award.
1986-1987 Lion Leonard Hanson was sworn in as the 28th District Governor at the International Convention held in New Orleans on July 9-12, 1986. Lion Cecil Templeton was elected as Lt. Governor.
A terrible car-truck accident in Winters on August 14, 1986, claimed the lives of four women and critically injured PDG George Beard's wife, Ruthie. She succumbed to her injuries on February 2, 1987.
The 2nd Cabinet meeting was held at the Texas Lions Camp in Kerrville in October 1986 Tours of the Camp and its programs were enjoyed by 400 Lions, Lioness', spouses and guests. At the Mid-Winter Conference in January 1987, Lion PDG Carl O. Hyde was nominated to the Texas Lions Hall of Fame.
On April 20, 1987 the Howard County Lioness Club, sponsored by the Big Spring Lions Club, was certified. On May 9th, 1987, the Llano Evening Lions Club, sponsored by the Buchanan Dam Lions, was chartered. PDG Carl O. Hyde was inducted into the Texas Lions Hall of Fame. Governor Leonard Hanson was presented the International President's Award. At the end of Governor Hanson term on June 30, 1987, membership was 3,063 members in 68 Clubs and 10 Lioness Clubs.
PDG Hanson passed away in 2004.
1987-1988 Lion Cecil Templeton was elected as the 29th District Governor at the District Convention held in Brownwood in April 1987. Lion Morris Hulsey of the Midland Downtown Club was elected as Lt. Governor. Lion Don Price of the San Angelo Downtown Club was appointed as Cabinet Secretary.
Governor Templeton was the first Governor of 2-A1 to have lady Lions in the Lions organization. The vote to include women in the organization was passed in Taipei, Taiwan, Republic of China, in July 1987. The first Lady Lion to be installed by Governor Templeton was Lion Sarah Rycroft of the Sweetwater Noon Club.
At the Mid-Winter Conference held in San Angelo in January 1988, Lt. Governor Hulsey announced that he would not be a candidate for Governor for 1988-89. The District Convention was held in April 1988 in Midland Lion J.E. Barrington of the Midland Westside Club was elected Governor for the new year 1988-89.
One new Lioness Club, the Runnels County Lioness, was formed in Ballinger. The Early Club celebrated its 30th anniversary. Sonora, Ballinger Noon, and Downtown Midland, their 60th. Governor Templeton was awarded the 100% District Governor's Award, the Everett J. Grindstaff State Keep 'em Award and the International Leadership Award.
1988-89 Lion J.E. Barrington was elected as the 30th Governor of District 2-A1. PDG Ewart Phillips was appointed as Cabinet Secretary. No Lieutenant Governor was elected until the 2nd Cabinet Meeting held in Llano when Lion Bob Noyes, of Big Spring Lions Club, was elected.
Lions Vera and PDG Glendon Westbrook and Lion Ervin Young organized and chartered the Concho Valley Lions Club. the club was chartered on January 21, 1989. The Ballinger Noon Lions celebrated their 60th anniversary on January 12, 1989.
Two blind persons from our district received Leader dogs; one person from Midland and the other from San Angelo. Midland Westside celebrated its 35th anniversary on February 25, 1989. San Angelo Downtown Club celebrated its 65th anniversary in March. On May 27, 1989, a special Appointment meeting was held in San Angelo. All Cabinet members and PDGs were invited. The attending Lions voted to recommend to Lions International that Lt. Governor Lion Bob Noyes be appointed as District Governor
for the 1989-1990.
The request was approved and Lion Noyes was given the appointment.
PDG Barrington passed away on February 20, 2005.
